Duties and responsibilities include backssing information and preparing watershed reports; recommending additional data collection; analyzing and interpreting data to determine aquatic ecosystem health; assisting development of TMDLs; and developing and implementing watershed restoration management plans. This program relies on partnerships and close coordination with managers and technical staff of the Program, Division, Department, Water Management Districts, local, state, regional and federal agencies, the public, and the regulated community.
This positiion is specifically responsible for guiding developpment of TMDL implementation plans. This responsibility requires extensive public contact and creating effective working partnerships with watershed stakeholders. Strong interpersonal skills and understanding of the principles of watershed management are used to perform the following duties: Basin Management Action Plan (BMAP) Development: Works with Department staff and stakeholders to establish locally supported BMAPs. This includes organizing meetings, leading discussions, preparing agendas, background papers, maps, tables, presentation materials and other documents and materials, and coordinating with TMDL and BMAP development contractors to provide a basis for stakeholder decision-making in developing BMAPs.
Formulates basin-specific approaches to stakeholder participation in developing BMAPs. Contacts stakeholders individually by phone, e-mail, or other means, including follow-up with stakeholders to ensure that notes, action items, and other tasks are completed. Ensure that Program and District Office staff are informed of and involved in TMDL/BMAP development processes. Manage projects, particularly with respect to projects supporting BMAP development.
Ensure proper coordination in the Department and among stakeholders in BMAP drafting and review and in securing local acceptance and Department approvals for Secretarial adoption of BMAPs. Stakeholder Involvement and Coordination: Oversees and assists Program staff in coordinating activities with stakeholders, such as in securing stakeholder review of draft lists for impaired waters and participating in TMDL development. Prepares informational materials for use by the public and internally; develops maps, tables, calendars, templates, and other documents to strengthen stakeholder support and participation in plan development and other stakeholder processes.

The Office of SAMH is statutorily responsible for the
planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

This is a highly responsible and professional position that will serve as a Clinical Evaluator (Psychologist) within the Office of Recovery unit in the office of Substance Abuse and Mental Health. This position will collaborate with each section
within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Specific Duties and Responsibilities include: Develop evaluation plans and oversee evaluation projects to address Florida’s substance abuse issues and needs. Collaborate with management and staff to understand their needs. Analyze data to identify problem areas. Develop plans to implement targeted solutions. Keep abreast of changes in the industry to best serve the people of Florida. Engage in brainstorm strategies for growth, positive change, and continuous improvement. Consult with medical personnel, both Departmental employees and contract partners, in developing a program to treat various addiction disorders and thereby ensuring an acceptable level of patient health, wellbeing and recovery.
Interact with a variety of professional, governmental, and regulatory contacts both as a representative of the SAMH and as a member of professional organizations. Represent the Department in meetings and conferences as clinical liaison, both inside and outside the Department, and building strategic alliances outside of the organization to foster an environment of innovative service delivery.
Provide status updates to SAMH leadership. Frequent contact will be made with the SAMH Leadership to provide direction and any updates to changes. Conduct special projects, as assigned. Perform other related duties and is on-call during office closures, evenings, and weekends, as needed. Knowledge, Skills and Abilities required for the position: Knowledge of community mental health and substance use programs, services, and practices as well as practical experience in the evaluation, diagnosis, and treatment of a wide range of medical and substance related illnesses in the context of psychiatric illnesses.
Knowledge of the theories and principles of clinical psychology. Knowledge of accepted therapy techniques. Knowledge of psychological testing principles and practices. Knowledge of research designs and methodologies. Ability to administer and interpret psychological tests. Ability to interview patients to obtain information. Ability to evaluate, diagnose and treat patients. Ability to conduct group and individual therapy sessions. Ability to develop experimental designs for research studies. Ability to analyze and interpret psychological data. Ability to plan, organize and coordinate work assignments.
Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Minimum Qualifications: A doctorate from an accredited college or university in psychology and must include one year of supervised internship experience in professional psychology.
